President Donald Trump has nominated Richard Kloster of West Virginia to the Surface Transportation Board (STB) and STB Member Michelle Schultz of Pennsylvania to a second term.

Nomination of Richard Kloster

Richard Kloster, founder of Integrity Rail Partners Inc., a private transportation consulting company, has been nominated to serve on the Surface Transportation Board. If approved by the U.S. Senate, his term would extend to Dec. 31, 2028. Kloster’s nomination is to fill the vacant seat of former STB Chairman Martin Oberman, whose term concluded.

Kloster has been a columnist since 2015 and a presenter at the annual RailTrends® conference in New York City.

Michelle Schultz’s Nomination

Michelle Schultz has been nominated for a second term on the STB. She commenced her initial term on Jan. 11, 2021, following her nomination in November 2020. Schultz currently holds the position of STB vice chairman, a role she also held from February 2022 to January 2023.
