Introduction

Massachusetts Bay Transportation Authority (MBTA) General Manager Phillip Eng has been appointed interim secretary of the Massachusetts Department of Transportation (MassDOT) by Massachusetts Gov. Maura Healey.

Appointment and Transition

Effective immediately, Monica Tibbits-Nutt has stepped down as secretary and CEO of MassDOT to return to private industry. She will continue to advise the department through Dec. 31.

Dual Role and Promotions

Eng will serve concurrently as interim MassDOT secretary and MBTA’s general manager. MassDOT Highway Administrator Jonathan Gulliver has been promoted to undersecretary of transportation and will retain his current position while taking on additional duties.

Infrastructure Projects Under Previous Leadership

Under Tibbits-Nutt’s leadership, MassDOT advanced infrastructure investments, including projects such as the Cape Cod Bridges, West-East Rail, and the Sumner Tunnel restoration.
