Hitachi Rail, Prasarana Ink ICP For Malaysia Rail Localization
Hitachi Rail and Prasarana signed an ICP for Kelana Jaya line modernization in Malaysia. It includes three core objectives for local development.

- Event: Hitachi Rail-Prasarana Industrial Collaboration Program (ICP) agreement signed.
- Key Data: Linked to Kelana Jaya line automatic signaling system modernization.
- Impact: Aims to localize technology, develop skills, and involve Malaysian industry.
Hitachi Rail and Malaysia’s public transport operator, Prasarana, have formalized an Industrial Collaboration Program (ICP) agreement. The program is directly associated with the ongoing project to modernize the automatic signaling system on the Kelana Jaya urban rail line. This initiative aligns with the Malaysian government’s established policy on industrial collaborations for strategic infrastructure projects.
The ICP’s primary objectives are threefold: to facilitate technology transfer, to advance local skills development, and to secure the participation of Malaysian industrial entities in key rail projects. The structure is intended to ensure that major infrastructure investments yield sustainable, long-term economic benefits for the local economy. The partnership between Hitachi Rail and Prasarana is positioned to upgrade urban transport infrastructure while concurrently building a domestic skills and expertise base.
Several initiatives under the ICP framework have already been executed. These include a knowledge transfer program centered on data analysis, conducted at Hitachi Rail’s digital competence center. Additionally, a program of internships and professional attachments has been completed, providing Malaysian personnel with direct experience alongside Hitachi Rail’s railway signaling experts.
Hitachi Rail’s involvement in Malaysia’s urban rail network dates back to 1998. The company was responsible for introducing the SelTrac Communications-Based Train Control (CBTC) system on the Kelana Jaya line. Its historical footprint also includes the modernization of signaling systems for both the Ampang and Kelana Jaya monorail networks.
Recent contributions from Hitachi Rail to Malaysian rail infrastructure include the commissioning of a new integrated control center. This facility now manages operations for three major lines from a single location. The company also completed the modernization of the Ampang line with advanced safety systems. Outside of direct project work, Hitachi Rail has supported local workforce development through its involvement with the Rail Center of Excellence in Batu Gajah.
Verification of the agreement confirms the partnership and its stated goals. However, public records and available data sources do not contain specific technical specifications, performance metrics, or financial values associated with the Industrial Collaboration Program. The total cost and detailed project timelines for the ICP components remain undisclosed. This program is intended to create a foundation of local capability for subsequent rail projects within Malaysia.
