UIC Leaflet 435-3: Quality Standard for European Flat Pallets (EUR 2 and EUR 3)

UIC Leaflet 435-3 defines the technical specifications and quality requirements for the “G” type (EUR 2) and “H” type (EUR 3) European flat pallets. It establishes the mandatory dimensions, wood quality, and marking standards necessary to maintain the integrity of the international pallet exchange pool and ensure safe handling during rail and road transport.

What is UIC Leaflet 435-3?

UIC Leaflet 435-3 is an essential standard for Logistics Management, titled “Standard of quality for a European flat pallet made of wood, with four entries, measuring 1,200 mm x 1,000 mm.” While the more common EUR 1 pallet (800 x 1,200 mm) is covered in Leaflet 435-2, this document focuses on the larger EUR 2 (G-type) and EUR 3 (H-type) formats.

These pallets are designed for high-density Freight Traffic and are a staple in industrial supply chains. The leaflet ensures that any pallet carrying the “EUR” or “UIC” brand mark meets the Technical Delivery Conditions required for multi-modal transport and high-rack storage.

Dimensions and Structural Design

The standard differentiates between the two types based on their construction and orientation of the bottom boards:

  • EUR 2 (Type G): Measures 1,200 mm (length) x 1,000 mm (width). It is designed with 9 blocks and a bottom frame that allows for “four-way” entry, meaning forklifts can access it from any side.
  • EUR 3 (Type H): Also measures 1,200 mm x 1,000 mm, but features a different board configuration. It is essentially a wider version of the EUR 1, optimized for specific industrial packaging sizes.
  • Load Capacity: When used in Rolling Stock or warehouse environments, these pallets are rated for a safe working load of 1,500 kg, with a static stacking load of up to 6,000 kg.

Material Quality and Manufacturing

To ensure Operational Safety, the leaflet dictates the type of materials that can be used:

  • Wood Species: Permitted wood types include pine, spruce, and poplar. The wood must be free from rot, large knots, or bark edges that could compromise Structural Integrity.
  • Moisture Content: The wood must be dried to a moisture content of no more than 22% to prevent warping and the growth of mold during transit.
  • Nailing Pattern: UIC 435-3 specifies the exact position and type of certified nails (often “scrink” or threaded nails) to ensure the pallet does not pull apart under heavy stress.

Marking and Traceability

A core requirement for Quality Assurance is the standardized marking system. This facilitates Component Traceability within the global pool:

  • UIC/EUR Brand: The initials must be branded on the right and left corner blocks.
  • Manufacturer Code: A specific code identifying the producer and the year/month of manufacture is branded on the central block.
  • IPPC Mark: Since these pallets move in International Traffic, they must be heat-treated (ISPM 15) and carry the “wheat” logo to signify they are pest-free.

Role in Logistics Interoperability

The standardization provided by UIC 435-3 allows for the “Pallet Exchange Pool.” Companies can deliver goods on a pallet in one country and receive an empty, compliant pallet in return. This eliminates the need for expensive “one-way” packaging and streamlines Logistics Management across the European rail network.
