EIB Directs EUR 900 Million to Czech Railway Modernization in 2025

The European Investment Bank (EIB) has allocated nearly EUR 900 million in 2025 to modernize railway infrastructure in the Czech Republic. This funding is a component of a larger EUR 1.93 billion financing package granted by the EIB to the country, with the transport sector receiving almost half of the total amount.

Funding Allocation and Technical Scope

The financing is segmented to address both strategic corridors and regional infrastructure. A primary allocation of EUR 680 million is dedicated to the modernization of railway lines that form part of the Trans-European Transport Network (TEN-T) core network. A separate tranche of over EUR 200 million will finance the rehabilitation of regional lines, associated technical upgrades, and the procurement of new vehicles and maintenance equipment.

Specific technical mandates within the projects include the implementation of the European Rail Traffic Management System (ERTMS) on multiple lines and the enhancement of safety systems at level crossings. The ERTMS deployment is critical for achieving interoperability with rail networks in neighboring EU member states. A separate loan of approximately EUR 480 million, granted directly to the Czech government, is targeted at technological and design improvements for routes connecting the Czech Republic with Austria and Poland, further strengthening cross-border capacity.

Strategic Context and Advisory Services

This investment program directly supports the Czech Republic’s national strategy to upgrade its rail infrastructure, which functions as a critical transit corridor in Central Europe. By prioritizing TEN-T routes and ERTMS implementation, the projects align with the European Union’s broader objectives for creating a unified and efficient continental rail system. The focus on improving connections to Austria and Poland addresses known capacity constraints and facilitates international freight and passenger traffic.

In addition to direct financial instruments, the EIB is providing technical assistance to prepare and structure major rail projects under public-private partnership (PPP) frameworks. This advisory support encompasses project structuring, optimal risk allocation between public and private partners, and the development of tender documentation. The objective of this assistance is to develop bankable projects that can attract private capital, ensuring they meet both national infrastructure goals and the EU’s TEN-T priorities. According to EIB Vice-President Marek Mora, reliable transport connections are foundational for economic development and quality of life.

Next Steps

The allocated funds will enable the Czech railway authority to advance procurement and construction phases for the specified modernization projects. The EIB’s ongoing technical assistance for PPPs is intended to build a sustainable pipeline of future large-scale rail infrastructure investments. Specific timelines for the completion of individual works were not disclosed.
