The plan seeks to reduce infrastructure-related delays by 20%, boost long-distance punctuality to 75-80%, and achieve an operating result (EBIT) of 2 billion EUR. This strategy represents a decisive move to enhance the quality, reliability, and financial viability of Germany’s rail network, aligning with DB’s “Strong Rail” strategy.

Infrastructure Overhaul

DB will focus on infrastructure improvements, including the modernization of 1,500 kilometres of track, replacing outdated systems, and reducing low-speed sections. The comprehensive renovation of the Riedbahn route between Frankfurt and Mannheim will be a key component. Additionally, DB plans to modernise 100 stations annually and replace 200 old signal boxes by 2027.

Operations Improvements

DB aims to stabilise schedules by synchronising construction and maintenance timelines across major hubs such as Berlin, Hamburg, Cologne, Frankfurt, and Munich. Furthermore, improved vehicle quality and availability will help minimise disruptions that impact punctuality and passenger comfort.

Profitability Enhancement

DB is targeting an EBIT of 2 billion EUR by 2027 through improved infrastructure and operational efficiency. The company will reduce personnel costs and optimise its workforce in non-operational areas through natural attrition and voluntary retirement, avoiding layoffs. Investments in transport will be recalibrated to ensure financial sustainability.

DB CEO Richard Lutz commented: “Since 2019, the Strong Rail strategy has been our guiding star. However, the infrastructure is in significantly worse condition today than we anticipated. With this restructuring programme, we are focusing on stabilising the system and improving the customer experience over the next three years while driving structural reforms in operations and profitability.”
