Introduction

ProRail, the Dutch rail infrastructure manager, has awarded ERTMS trackside contracts for the rail network in Friesland, Netherlands. The contracts, signed on September 1, involve BAM, teaming up with Nexus Rail, and Strukton, which is partnering with Arcadis.

Project Scope and Division of Work

Strukton and Arcadis will manage the Leeuwarden–Harlingen Haven line, while BAM, supported by Nexus Rail, will handle the Leeuwarden–Stavoren section. This division is designed to provide hands-on ERTMS experience for each team, fostering knowledge sharing.

Timeline and Implementation

Work on infrastructure between Leeuwarden–Harlingen Haven and Leeuwarden–Stavoren is scheduled to commence in 2026. BAM and Strukton are responsible for laying the groundwork for ERTMS, which includes new cabling, axle counters, and balises embedded in the track. Preparatory work is ongoing in 2025, with installation alongside the existing ATB system starting next year. The legacy system will be removed once ERTMS is fully operational.

Significance of ERTMS

The ERTMS trackside contracts represent a transition from analogue to digital systems. According to ProRail project manager Aschwin van der Lugt, this system is set to become the European standard, streamlining cross-border operations. The two railway sections are part of the broader ERTMS Northern Lines programme, which also includes six track sections and the stations in Groningen and Leeuwarden across the provinces of Groningen and Friesland.

Pilot Project and Expansion

The Leeuwarden–Harlingen Haven route will serve as the pilot project for the latest version of ERTMS, utilizing upgraded infrastructure, adapted trains, new systems, and specially trained staff. After successful implementation, the system will be extended to the Leeuwarden–Stavoren stretch, followed by the remaining sections of the Northern Lines.

Conclusion

ProRail is preparing for the works throughout 2025. Beginning in 2026, ERTMS will be installed alongside the current ATB system, with the old system being removed upon ERTMS’s full operational status.
