What is UIC Leaflet 451-1?

UIC Leaflet 451-1 is a core digital standard titled “Electronic data interchange (EDI) – Message standard for freight traffic.” It provides the technical specifications for the electronic messages used between Railway Undertakings (RUs) and Infrastructure Managers (IMs) to manage freight shipments.

In the context of Interoperability, this leaflet ensures that a digital file sent from a railway in Poland can be read and processed by a computer system in Germany or Turkey. It defines the structure of the data for the two most critical documents in rail logistics: the Consignment Note (CIM) and the Train Composition message.

Functional Scope and Messages

UIC 451-1 covers several message types that facilitate “paperless” rail freight. Each message has a specific role in the logistical chain:

  • Consignment Note Message: Contains all commercial and legal data about the cargo, sender, and recipient.
  • Train Composition Message: A technical manifest listing every wagon in the train, its weight, length, braking characteristics, and any dangerous goods (RID) data.
  • Train Running Forecast: Provides the IM with estimated times of arrival (ETA) at border points or handover stations.
  • Wagon Release/Receipt: Messages that confirm when a wagon has been handed over to another carrier.

Technical Architecture and Formats

Historically, UIC 451-1 was based on the EDIFACT standard. However, in alignment with modern IT trends and TAF TSI (Telematics Applications for Freight), the leaflet has transitioned toward XML Messaging.

The standard also defines the Common Interface (CI)—a specialized software node that acts as a secure “post office” for these messages, ensuring that data is encrypted and delivered reliably across different national networks.

Within the European Union, UIC 451-1 serves as the practical implementation guide for the TAF TSI regulations. While the TSI provides the legal mandate for digital cooperation, the UIC Leaflet provides the actual “coding” instructions and data fields that developers need to build compliant software.
